Velayn had already established himself as the Gym Leader of Río Qinto for about five years by the time of the Fall of Pokefutures.
During the Suocéan response to the Fall, Velayn was commanded by the Conference to take some Gym interns and assist the police efforts to take control of Pokefutures offices in both Cholcone and Río Qinto. Because of this he missed the raid to the Vys Ocassum offices, which was approved with a Presidential mandate.
